Dr Chua Ying Hwee – CEO & Principal

Having served more than 20 years in the public education sector, with more than half that time being a senior leader, Dr Chua has distinguished himself as a people developer and a strategic sense-maker.  He has contributed in high level government working groups including the Strategic Issues Group in Singapore’s Prime Minister’s Office, and was a lead facilitator for “Our Singapore Conversation” in 2012-2013. Throughout his career, he has invested in developing and mentoring his former staff, many of whom now serve in senior leadership positions in the education sector. 

In addition to being KLCII’s CEO and Principal, he also leads the KLCII consultancy, the Reimagineers, as Principal Consultant to help corporations and institutions reimagine their business, redesign their workflows and job roles, and improve their performance. An instructional leader in the K-12 and tertiary education sector, he is a proven results-producer not only in academic subjects, but also in the social-emotional, aesthetics and physical education domains.   

Dr Chua holds a Doctorate in Intercultural Studies from Biola University, a Master of Science in Instructional Systems Technology from Indiana University Bloomington and a Bachelor of Music (Honours) from King’s College London. He is one of the first 50 Gallup-certified Strengths Coaches in Singapore and develops strengths-based culture wherever he goes. His research interests include the initiation and growth of social movements and the importance of better fathering. 

Dr Chen Shi – Vice Principal (Chinese Programmes)

Dr Chen Shi holds a PhD in education management and arts from Jinan University, China; a master’s degree in education from Huazhong Normal University and a bachelor’s degree in education from Beijing Normal University. She has more than 20 years of teacher training experience and has served as a standing secretary of Zhuhai Family Education Association and secretary of GuangDong Preschool Education Professional Association. She is also a member of the China Preschool Education Research Association and an executive committee member of the Singapore Association for Early Childhood Educators (AECES).

Dr Chen Shi has done several research studies in the areas of education, psychology, education management, literature, and history. She also participated in, organized and hosted many country-level research projects in China and Singapore. An expert in early childhood education, Dr Chen Shi has contributed several influential articles in several publications in China.

Mr Ling Jian, Head, Chinese Language Learning

Mr. Ling Jian holds a Master of Education Administration degree from National Institute of Education, Nanyang Technological University, Singapore. He is currently studying for a PhD in Special Needs Education at National University of Tainan, Taiwan.

He is a senior curriculum developer, training instructor and assessor for the WSQ Advanced Certificate in Training and Assessment, certified by then Singapore Workforce Development Agency (WDA), now known as Skillsfuture Singapore (SSG).

He also lectures for the Specialist Diploma in Chinese Language Teaching (Mandarin) and the Hanyu Shuiping Kaoshi (HSK) examination preparation course. He is also an examiner for the Putonghua (PSC) certification programme.

Mr Ling has more than three years of experience working with kindergartens in the Special Needs area. He is engaged in doing research on emotional and behavioral disorders, autism, learning disabilities in children. and has contributed academic papers on education psychology and Special Needs. Working together with Special Needs experts from Taiwan and the United States, he is also actively exploring inclusive theory and practice of education.

Prior to his career in Singapore, Mr. Ling had spent more than 10 years in teaching and in education administration management at various China universities. He was also involved in developing course curriculum and teaching materials During his tenure, he headed several departments such as Psychology & Counselling, Career Guidance and Teaching & Research.
