Key takeaways

Singapore enterprises now have access to up to S$150,000 in co-funded support to redesign work around AI. KLCII Reimagineers, the workforce transformation arm of a 38-year-old human capital institution, is one of the consultancies pre-approved to help them spend it well, bringing a methodology that prototypes change in real working conditions and iterates until it holds.

Ms. Evon Lew delivers her keynote on ‘Practical Strategies for SMEs to Be Scale-Up Ready’ at the KLCII-hosted SME Dialogue.

AI is reshaping how work gets done in Singapore. Government support has never been more substantial. The pressure on enterprises, especially SMEs, to act is real. The hard part is making the change stick.

KLCII Reimagineers, the workforce transformation consultancy arm of KLC International Institute (KLCII), is a pre-approved Consultant under the SkillsFuture Workforce Development Grant (Job Redesign+), or WDG(JR+). The grant was introduced as part of Singapore’s S$400 million Enterprise Workforce Transformation Package (EWTP) at the Ministry of Manpower’s Committee of Supply 2026. It offers Singapore-registered companies funding of up to 70% of qualifying project costs, capped at S$150,000 per enterprise.

In his Budget 2026 speech, Prime Minister Lawrence Wong was direct. End-to-end AI transformation requires reorganising data, rebuilding systems, and redesigning both processes and jobs. It is demanding work, and most enterprises, especially SMEs, cannot do it alone. The WDG(JR+) exists to close that gap.

“Many companies know they need to transform. They have the intention. Sometimes they have the budget. What they need is help bridging ideas into sustainable practice: sense-making, task analysis, change management. That bridge is what the Reimagineers are built for.

That’s what Actualizing Change That Sticks (ACTS) is about. We don’t hand over a report and leave. We redesign roles and workflows alongside our clients’ people, prototype changes in real conditions, and iterate until the new ways of working hold. Along the way, we develop intrapreneurs inside the organisation: people who can carry the transformation forward long after we’re gone. That is how Singapore stays competitive.”

Actualizing Change That Sticks (ACTS): KLCII Reimagineers’ Named Differentiator

Most workforce transformation projects stall between diagnosis and delivery. A consultant maps the current state, recommends a future state, and presents a roadmap. Then the engagement ends, and the organisation is left to implement alone, often without the internal capability or confidence to carry it through.

KLCII Reimagineers calls its approach ACTS, and it is the edge that sets the consultancy apart. The work goes through the full journey: redesigning job roles and AI-enabled workflows together with the people who will live them, prototyping the changes in real working conditions, and iterating until the new ways of working are embedded in daily operations. By the time a WDG(JR+) project concludes, the new ways of working are already the norm.

ACTS is grounded in KLCII’s own experience as an SME navigating AI transformation. Over the past several months, AI adoption within KLCII has accelerated through a deliberately informal process that began with individuals and scaled through spontaneous peer learning and organised SPAR3 sessions (a rapid sense-making and prototyping format developed in-house). Working prototypes of AI-enabled workflows were tested, refined, and embedded into daily operations. KLCII ran ACTS on itself first. That is what makes the offer to clients credible.

    Answering Singapore’s National Call

Budget 2026 and the MOM Committee of Supply 2026 together signal a clear commitment. The Government will stand with enterprises and workers through the AI-driven transition. For SMEs, the EWTP and WDG(JR+) translate that commitment into concrete, co-funded support.

Pre-approved consultants under WDG(JR+) are evaluated by Workforce Singapore (WSG) before appointment, assessed on capabilities, methodology, and the value they bring. KLCII Reimagineers brings a record built through its prior appointment as a pre-approved consultant for the Productivity Solutions Grant-Job Redesign (PSG-JR) scheme, with transformation engagements spanning early childhood education, social services, retail and food services, wholesale trade, manufacturing, and professional services sectors.

Three Pillars of Workforce Transformation Support

Under WDG(JR+), enterprises can access government co-funding across three components:

    • Workforce Consultancy. End-to-end consulting from needs assessment and AI readiness through workforce strategy, role redesign, and an implementation plan tailored to the company.
    • Capability Building Initiatives. Building internal expertise so the organisation can sustain transformation on its own. External HR professionals or pre-approved consultants train line managers and HR teams to drive ongoing job redesign, support employee career development, and manage organisational change without external help.
    • Workforce Tech Solutions. Technology adoption to support workforce planning and skills development, including workforce analytics platforms, skills gap analysis tools, and AI-powered HR tech. This component must be combined with at least one of the two above.

Enterprises registered and operating in Singapore with at least three local employees (Singapore Citizens or Permanent Residents) are eligible for WDG(JR+). Funding covers up to 70% of qualifying costs for SMEs and up to 50% for non-SMEs, capped at S$150,000 per enterprise. Applications are submitted through the Business Grants Portal (BGP), and enterprises must receive and accept a Letter of Offer before commencing work with the consultant.
