KLCII Reimagineers, the consultancy arm of KLC International Institute (KLCII), has been appointed by Workforce Singapore (WSG) as a pre-approved consultant under the SkillsFuture Workforce Development Grant (Job Redesign+) [WDG(JR+)], effective 18 March 2026.

Announced at this year’s Committee of Supply Debate in Parliament as part of the Enterprise and Workforce Transformation Package (EWTP), the WDG(JR+) grant offers Singapore-registered companies enhanced government co-funding — up to 70% of qualifying consultancy costs, capped at S$150,000 per enterprise — to undertake job redesign, workforce transformation, and AI readiness initiatives. The grant is designed to give companies practical support for reskilling employees, redesigning job roles for AI adoption, and building internal capabilities to manage organisational change.

For KLCII, which has been developing human capital in Singapore since 1988, the WDG(JR+) appointment is a recognition of the consultancy’s continued commitment to workforce transformation — now under an enhanced grant with greater reach and impact. Building on its strong foundation in early childhood educator training, KLCII extended its people development and organisational capability work into multiple sectors during the transformative years of 2020 to 2026.

As an SME that has navigated its own digital transformation journey, KLCII acquired a grounded understanding of the realities and constraints its clients face. KLCII Reimagineers was established to extend that understanding directly to enterprises — reimagining how work is structured, how roles are redesigned for AI and technology adoption, and how people and organisations grow together.

What the WDG(JR+) Grant Covers: Three Components of Workforce Transformation Support

WDG(JR+) funds three interconnected areas, enabling companies to take a comprehensive approach to workforce transformation:

* Workforce Consultancy (up to S$50,000) — Expert guidance to transform the workforce from end to end. This includes assessing business needs and AI readiness, developing a workforce strategy, redesigning job roles, and creating an implementation plan tailored to the organisation. Projects can run up to one year.

* Capability Building Initiatives (up to S$60,000) — Building internal expertise to sustain transformation beyond the project. This component supports line managers and HR teams to independently drive ongoing job redesign, facilitate employee career development, and manage organisational change. Projects can run up to six months.

* Workforce Tech Solutions (up to S$90,000) — Adopting technology tools that support data-driven workforce planning and skills development, such as workforce analytics platforms, skills gap analysis tools, and AI-powered HR technology. This component must be undertaken alongside Workforce Consultancy or Capability Building. Projects can run up to one year.

Who Can Apply for the WDG(JR+) Grant

Enterprises registered and operating in Singapore with at least three local employees (Singapore Citizens or Permanent Residents) are eligible to apply through the Business Grants Portal (BGP). Funding covers up to 70% of qualifying costs for SMEs (50% for non-SMEs), capped at S$150,000 per enterprise. Enterprises must receive and accept a Letter of Offer before commencing work with the consultant.

WDG(JR+) operates on a nett fee disbursement model — enterprises pay only their co-funding portion directly to the consultant. The remaining government grant portion is disbursed to the consultant by WSG’s appointed anchor programme partners upon successful completion of project milestones.

A Track Record Built on Real Outcomes

KLCII Reimagineers’ WDG(JR+) appointment follows its work as a pre-approved consultant under the Productivity Solutions Grant-Job Redesign (PSG-JR) scheme — the predecessor scheme under which the consultancy built its hands-on track record across multiple sectors.

Through engagements spanning business reimagination, job redesign, and operational reinvention, KLCII Reimagineers has worked with organisations across industries — from early childhood, education, and social services to retail and food services, wholesale trade, manufacturing, and professional services.

Working closely with company leadership through advisory and coaching engagements, the consultancy takes a deliberate, hands-on approach — a learning-by-doing methodology that supports human-centric transformation, streamlining work processes, and adopting fit-for-purpose digital and AI-enabled tools to build future-ready capabilities. Digital and AI tools are applied selectively where relevant, guided by organisational readiness rather than a technology push.

Completed engagements have delivered outcomes at both levels — employees with enriched roles, stronger capabilities, and clearer pathways to grow; and organisations better positioned to scale business growth or deepen their community impact.

KLCII Reimagineers has built its reputation by walking alongside clients through transformation — staying committed to outcomes that often carry beyond the end of a project.

Joel Ho, Managing Director of Rainbow Fish Industries, put it this way: “We appreciate KLCII’s structured yet customised consulting style and their strong understanding of SME needs.”

Dr Xander Ong, CEO of Centre for Fathering, described the experience as “like having exceptionally capable colleagues walking alongside us as we build the organisation for the future.”

This trust has led to repeat engagements and referrals across Singapore’s enterprise networks.

Frequently Asked Questions About the WDG(JR+) Grant

Yes. The SkillsFuture Workforce Development Grant (Job Redesign+) — or WDG(JR+) — provides funding of up to 70% of qualifying costs (for SMEs) and up to 50% (for non-SMEs), capped at S$150,000 per enterprise, to support workforce transformation including AI adoption. The grant covers end-to-end workforce consultancy, capability building for HR and line managers, and adoption of workforce technology solutions such as AI-powered HR tools, skills gap analysis platforms, and workforce analytics systems. Companies work with a WSG pre-approved consultant like KLCII Reimagineers to scope and implement the project.

WDG(JR+) replaces the Productivity Solutions Grant – Job Redesign (PSG-JR), which provided up to 50% co-funding capped at S$30,000. WDG(JR+) significantly increases both the funding rate (up to 70% for SMEs) and the cap (S$150,000), while expanding the scope beyond consultancy to include capability building initiatives and workforce technology solutions. Companies that previously used PSG-JR can still apply for WDG(JR+), provided the project scope and redesigned job roles are different from previous engagements.

The total funding cap is S$150,000 per enterprise. Within that, the three components have individual caps: Workforce Consultancy (up to S$50,000), Capability Building Initiatives (up to S$60,000), and Workforce Tech Solutions (up to S$90,000). SMEs receive co-funding of up to 70% of qualifying costs, while non-SMEs receive up to 50%. The grant operates on a nett fee model — your company pays only the co-funding portion directly to the consultant.

Your company must be registered or incorporated and operating in Singapore, with at least three local employees (Singapore Citizens or Permanent Residents) at the point of application. Both SMEs and non-SMEs are eligible, though at different co-funding rates. Your company must not have already signed a contract or made payment for job redesign or workforce-related consultancy services before applying.

Start by engaging a pre-approved consultant such as KLCII Reimagineers for a scoping discussion. The consultant will help you develop a project proposal. You then submit your application through the Business Grants Portal (BGP). Your company must receive and accept a Letter of Offer from WSG before commencing project work with the consultant.
Yes. The Workforce Tech Solutions component (up to S$90,000) specifically supports the adoption of technology tools that enable data-driven workforce planning and skills development. This includes workforce analytics platforms, skills gap analysis tools, and AI-powered HR technology. However, this component must be bundled with either Workforce Consultancy or Capability Building Initiatives — it cannot be applied for on a standalone basis.
The redesigned SFEC under the Enterprise Workforce Transformation Package (EWTP) is expected to allow companies to offset out-of-pocket expenses for workforce transformation, which may include WDG(JR+) co-funding costs. The redesigned SFEC is being rolled out in the second half of 2026. Companies are encouraged to check with WSG or EnterpriseSG for the latest details on how SFEC can be applied alongside WDG(JR+).
Every engagement begins with a diagnostic conversation to understand your company’s operating context, business goals, and workforce challenges. From there, we work with your leadership team to scope a project — which may include assessing AI readiness, redesigning job roles, developing a workforce transformation strategy, building internal HR and change management capabilities, or implementing workforce technology tools. Our approach is hands-on and human-centric: we walk alongside your team through the transformation rather than delivering a report and walking away.
Yes, provided the project scope and redesigned job roles are different from your previous PSG-JR engagement. WDG(JR+) has a broader scope than PSG-JR and supports additional activities such as capability building and workforce technology adoption, so there may be new areas of transformation your company has not yet addressed.
Project duration depends on the component. Workforce Consultancy projects must be completed within one year. Capability Building Initiatives must be completed within six months. Workforce Tech Solutions projects must be completed within one year. The timeframes for these components can run consecutively and can also overlap. Your consultant will work with you to plan appropriate sequencing and milestones within these timeframes.
WDG(JR+) is open to enterprises across all sectors — there are no industry-specific restrictions. Any Singapore-registered company with at least three local employees can apply, regardless of the sector it operates in. KLCII Reimagineers has worked with organisations across a wide range of industries, including early childhood, education, social services, retail, food services, wholesale trade, manufacturing, and professional services. Whether your company is in healthcare, logistics, tech, construction, or any other field, the grant can support workforce transformation relevant to your industry’s challenges and opportunities.
